The Votebeat article had no qualms about using that photo and quotes a reporter interviewing the watchers. The article says Clean Elections USA tells its observers to stay 75 feet away and not interact with voters. Some voters have said they were harassed, and citizen groups are suing to prevent observation and stop photos of license plates.
